This isn’t as big a task as you might image, as there are only really three such apps for Android that are active and have good reviews.

Enter the dynamic hostname, username and password for the Dynamic DNS account in the appropriate fields. Open your Web browser and navigate to a site that offers a free application for monitoring your webcam from a remote location. Click “Start” and then “Computer.” Browse to the folder where you saved the webcam monitoring application installation file.
Applications such as Yawcam, Desk Share and Dorgem are free, relatively easy to install and let you view your webcam from anywhere you can access the Internet. Double-click the installation file to launch the setup wizard.
If you are doing this at home, try to set up a static IP for your phone so you don’t have to change the Skype video settings all the time.
Droid Cam is a bit easier to install and work with compared to IP Webcam.
After you create the account, record your username, password and dynamic DNS hostname. Open a new tab or window in your browser and enter the IP address for the router admin login page.

I could not get the USB option to work, as you need to forward ports on your computer (I can’t do this with my current firewall). The audio works but its a bit choppy — not ready for prime-time yet.
